PASS in Practice: Safety and Security Guidelines for K-12 Schools

About the Course

Creating safer schools requires more than identifying security technologies or implementing individual measures. It requires a coordinated strategy that considers the entire school environment and how different safeguards work together.

PASS in Practice: Safety and Security Guidelines for K-12 Schools is an interactive eLearning course designed to help school safety stakeholders understand and apply the nationally recognized Partner Alliance for Safer Schools (PASS) Guidelines.

The course explores school safety through a comprehensive, layered framework—helping participants consider policies, procedures, people and technology as interconnected parts of an effective security program. Real-world examples, knowledge checks and practical planning activities help translate PASS recommendations into decisions that can be applied within individual schools and districts.

Participants who complete this course are better prepared to evaluate existing security measures, recognize areas for improvement and develop a thoughtful path forward based on their organization's needs, priorities and resources.

How the Course Supports the PASS Guidelines

The PASS Guidelines provide a comprehensive framework for protecting K-12 schools through a layered approach to safety and security. PASS in Practice brings that framework to life by helping learners understand not only what the Guidelines recommend, but also how to use them when evaluating and improving a school or district's security program.

The course follows the major layers addressed within the PASS framework:

  • District-Wide: Establishing the policies, procedures, planning and governance that support a consistent approach to safety across a school system.
  • Digital Infrastructure: Protecting the technology, networks and connected systems that increasingly support both school operations and physical security.
  • Campus Perimeter: Considering the outermost areas of a school property and strategies for managing access, visibility and potential threats.
  • Building Perimeter: Strengthening the transition between the campus and school building through appropriate access control, monitoring and other protective measures.
  • Classroom and Interior: Addressing the spaces where students and staff spend their time and identifying safeguards that support protection within the building.

The final portion of the course connects these individual layers through the PASS Tiered Continuum. Learners explore how to evaluate their current security posture, identify gaps, establish priorities and develop an improvement plan that can evolve over time.

Rather than treating the Guidelines as a checklist, the course helps participants use PASS as an ongoing framework for informed planning and continuous improvement.

Who Should Take This Course?

PASS in Practice is designed for professionals who have a role in planning, evaluating, implementing or advising on K-12 safety and security, including:

  • School and district administrators
  • School safety and security directors
  • School resource officers and public safety personnel
  • Facilities and operations professionals
  • IT and cybersecurity professionals
  • Security consultants and risk professionals
  • Security integrators and technology providers
  • Architects, engineers, and other professionals supporting school security projects.

The course is especially valuable for teams seeking a common framework and vocabulary for discussing school safety across different departments and areas of expertise.

Why This Course Matters

School security decisions are rarely made in isolation. A new technology, policy or physical security improvement can affect—and depend upon—other elements of a school's safety program.

That makes a layered, coordinated approach essential.

PASS in Practice helps stakeholders move beyond individual security measures to understand how policies, people, processes, physical safeguards and technology can work together as part of a broader strategy.

Just as importantly, the course provides a framework for determining what comes next. Schools and districts vary widely in their facilities, risks, resources and existing security measures. The PASS Tiered Continuum helps organizations establish a baseline, identify priorities and plan improvements progressively rather than approaching school safety as a one-time project.

By building the knowledge needed to apply the PASS Guidelines effectively, participants can contribute to more informed conversations, stronger planning and security strategies that continue to adapt as risks, technologies and school environments change.

Turn the PASS Guidelines Into Action

Understanding best practices is valuable. Knowing how to apply them is what creates meaningful change.

PASS in Practice gives school safety stakeholders a practical foundation for assessing where they are today, determining where improvements are needed and building a more comprehensive approach to protecting students, staff and school communities.
